According to ICT, a leading Chinese research institution, the 2006 Annual Report on China’s Video-Conferencing Market released by CCW Research discloses that V2 ranks the No.1 selling video-conferencing software vendor in China in an absolute advantage over its competition.

信息化引领警务现代化
“金盾工程”是国家重点扶持的电子政务项目。其具体目标是，要建成覆盖全国的公安信息通信网络和涵盖所有公安业务的信息应用系统，实现以全国违法犯罪人员信息（CCIC）系统，以各项公安业务应用为基础，以“数字化警务工作”为目标的信息共享和综合利用，提高公安机关打击犯罪、维护社会稳定和公安行政管理的能力，并为其他政法部门和社会提供信息服务。
信息时代，信息技术正超乎相象地改变着人类，整个世界都在向信息文明作全新的演变。计算机信息网络及其应用系统的推广和使用，也给公安工作信息化带来了新的挑战和机遇。为适应形势变化和公安工作自身发展的要求，增强公安队伍的战斗力，提高行政效率，信息化强警已势在必行，这绝非畅想式的远景，我们正在亦步亦趋地探索和实践。但近20年来公安信息化建设走的是分散管理的道路，业务部门各自为政，在本业务系统内纵向建立信息系统，现在要把这些不论是管理还是网络上都不搭界的信息系统连在一起，其建设的艰巨性和复杂性不难想象。“重建设轻应用，重硬件轻软件”是电子政务建设的通病。金盾工程涉及领域广，包括各警种的信息应用系统等，几乎覆盖了公安系统所有的警种和部门。如何有效地对金盾工程建设实施宏观调控，充分发挥有限的人力、物力、财力资源，使社会效益、经济效益最大化，就成了金盾工程管理部门亟待解决的课题。
青岛市崂山公安局结合公安部提出的金盾工程二期工作任务，选择了由威速（V2）科技开发部署的“V2 Conference警务综合信息平台”为支撑的信息化高端应用平台。根据崂山公安局的需求，系统集成了全市公安基层所队的电视电话会议系统、督察视频系统，直通基层各部门的音视频图像全部接入指挥大队统一管理；集成了突发事件处置辅助决策指挥库，通信指挥调度系统，全市城区道路、重点部位监控系统，初步建立了扁平化的网状指挥体系，提高了对紧急警情和突发事件的快速反应能力。且系统还建立了网络的安全防护体系，防范黑客和病毒对网络系统的攻击；建立了公安信息系统建设的环保意识，把信息系统中没有用的“花哨”功能坚决去掉，把有用的功能尽量优化简捷，确保信息高速公路的畅通无阻，避免垃圾信息的堆积堵塞；建立了规范的工作机制和管理体制，确保不出现人为的意外操作维护中的失误；建立了应急信息支持系统，确保信息系统在出现突发故障时警务系统的正常运行，充分发挥公安信息化的巨大作用。同时，还构建了纵向贯通、横向集成、互联互通、高度共事的信息化高端应用体系，成为全局民警“丢不掉、离不开”的有力武器。
据不完全统计，每百名民警拥有联网计算47台，基层所队连通率达到90%以上。目前，随着国内“金盾工程”的建设，网上追逃、网上打拐、网上监督以及电子执法系统等一系列新的警务活动方式已经频繁使用。网上信息的推广应用，将信息化应用渗透到公安工作的各个领域，青岛市崂山公安局以网上作战为核心，围绕信息强侦、信息强基、信息促防、信息促管开展应用，取得了较好成效。“文件网上走、案件网上办、台账网上建、绩效网上考”，使公安机关逐步取消了非涉密文件纸质流转和传统的纸质台账，案件办理初步实现了网上流转报批、全程实时记录和在线质量考评，不仅提高了工作效率，还有效地节约了业务经费。
目前，台州市公安局、新疆和田公安局、金华市公安局、宁波市公安局、河南新乡公安局、嘉兴市经济开发区公安局、新疆哈密公安局、福建连江公安局、浙江永康市公安局、浙江武义县公安局均已成功部署V2 Conference视频会议系统。青岛市崂山公安局有关负责人表示，公安信息化建设的目的，就是通过织密一张保民平安的天网，搭建一个为民服务的平台，努力做到让犯罪分子怕，让人民群众亲，不断增强人民群众的安全感和满意度。
信息化绝非一次性工程
“过去我们获取的信息是写在本子上、装在口袋中、记在脑子里，既不及时、全面，也不能实现信息共享和利用。”从警20多年的某派出所所长对信息化的成就由衷赞叹。现在，上班先开机，工作必上网，已经成为各地民警的一种习惯。
公安部部长孟建柱指出，公安信息化是一场新的警务革命，不仅是提高公安机关整体战斗力的重要途径，也是提升基层基础工作水平的重要载体，同时也是牵动警务机制改革的重要纽带。要大力推进公安信息化建设，坚持向信息化要警力、要战斗力，以信息化带动基层基础工作，以信息化推动警务机制创新、提升警务工作效能，全面提高公安机关的实战能力。分管金盾工程的公安部副部长张新枫也多次强调，只有在应用上尝到甜头，信息化才能发挥应有效能。于是，各地公安信息化建设始终坚持的是“应用为本”的原则，在“管用实用”上做文章，建设支撑应用，应用拉动建设。
花钱越少，应用越多、越完善，数据资源越丰富，对工作效率和质量的提升作用越大，是信息系统合理性、实用性、科学性，同时是先进性的惟一标志。国内外信息系统开发建设的经验表明，成功的信息系统是在不断建设、持久开发中形成的。信息化建设和应用是不可分割的一个整体，因此在科学确定总体方案的基础上，网络硬件要一步到位，应用软件要持久地分步实施。用需求牵引建设，把设计和开发紧密地结合在一起，边建设边应用，边完善边提高，逐步提高信息效率。
